OTCAC's MISSION: To conserve and preserve natural resources in Indian Country through a proces exercising sovereign rights of American Indians, and by obtaining funding for each tribe to control the destiny of their ecosystems including soil, air, lands, water, flora, fauna and cultural sustainability.

OTCAC was formally organized with the assistance of the United States Department of Agriculture, Natural Resource Conservation Service in May 2002 with the adoption of by-laws governing the organization's actions.
